These weeds?

Hey everyone. So, I did pre-emergent herbicide (bonide?), Scotts Grub-x and Dr Earth fertilizer Are these weeds? Also, for dead spots, I'm guessing reseeding is only real option? Since I put down that herbicide, Im guessing that I should just wait till fall to seed?
