None of the Spigots Work

So I just bought a house, and none of the spigots seem to work. There are two on the back of the house, and it looks like the only thing close to the front of the house is a faucet in the garage. The faucet works, but it leaks water like crazy when I turn it on. I don't even know how to approach something like this. I have practically no experience with plumbing. Does anyone have any advice? It's not the end of the world if it doesn't work... but it's also really inconvenient.
