Compressor/Fan won't start running. Same problem ?

To save some time, I'll copy what another user is experiencing but my problem is the SAME EXACT thing, except the humming noise to the compressor is roughly 65 seconds apart. "I noticed our outside AC unit stopped working the other day. The fan wasn't spinning and there was an electrical humming noise. I did some reading and tried to spin the fan manually. The fan will spin and will continue spinning on it's own, but now the unit makes that same electrical hum but only for 1 second at a time in about 45 second intervals and it won't ever actually kick on. Could it still be just the capacitor or is there likely something else wrong? " My question is : can the faulty run capacitor be causing both problems, fan won't kick in and compressor won't either ?!?!
