Ac unit pipes freazing up please help! Not low on freon!

Hey guys here is a little breakdown of my situation.

I noticed when I had my AC going next thing you know my pipes are frozen inside and outside.

I have a split unit.

I call the tech and he comes out and says I'n not low on freon and adds a capacitor and charges me $150 for not even an hour and for capacitor. He then says I don't see the problem call us back when your pipes are frozen. WTF!!!!

I am so frustrated right now because I just felt like I through away $150 for no reason.

Anyways

I checked my evaporator coil it looks fine. He said he checked the condesor coil and said it was fine. He then went on to say it could be my blower.

quick notice. I haven't had a filter on the unit all last summer because I could not find where it went. The tech showed me and so I went a bought one.

Also I changed my thermostat last winter.

Anyways I have no idea what I should do next!

Please help me out.

The only thing I can think of is something is either really clogged up or the fan blower is not working.

When I have the ac unit on (its 62 degrees outside) I would have thought that the ac fan unit outside would not be running its fans but it is!!!

Its so overwhelming. Please help me! Thank you all for your help in advance!
