trane xr80 "indoor fan" will not turn off

Hi, here goes. I had my system off for a few weeks due to the nice weather, i went to turn it back on one morning and the fan would not shut off. It happens in either cool or heat and if i turn the system on and its past the target temp or if cools or heats to the target temp. The heat or a/c will turn off when it is supposed to but the fan will keep running until i hit the cut out switch. Also the light on the board is blinking that its calling for heat, i believe its fast though i've never taken note to whats fast or slow I've done few things already. i removed the thermostat and it keeps going, removed the wires individually on the board, pulled each wire from the fan control relay of which i only had power on the black wire (125vac). I'm leaning twords the control relay but i'm no expert and don't want to just throw money/parts at it. Any help is greatly appreciated. Thanks
