house ceiling wiring

I am trying to install a ceiling fan, and upon taking down the old fixture I found two sets of wiring going to the light. One set is hot the other not. The one that is hot remains out even when the light switch is off. When I installed the ceiling the fan i was not able to it on or off via the light switch. Any ideas?
